1. All active duty personnel and their dependents.  

2. Members of the ready reserve, reserves in training, members of the National Guard, and their dependents. 

3. Military cadets of service academies. 

4. Commissioned Corps of the Public Health Service and their dependents. 

5. Commissioned Corps of National Oceanic and Atmospheric Administration on active duty and their dependents. 

6. Armed Forces retirees from active duty and their dependents. 

7. Armed Forces retirees from reserves with/or without pay and their dependents.

8. Service-connected disabled veterans, to include veterans with disability ratings from 0 to 100 percent, former Prisoners of War, Purple Heart recipients, Medal of honor recipients and their dependents and Primary Caregivers of veterans. 

9. Unremarried surviving spouses of military personnel who died while on active duty or while in retired status, and dependents. 

10. Unremarried former spouses who were married to a military member for at least 20 years while the military member was on active duty of the armed forces, and their dependents. 

11. Surviving children of a Service member, when not adopted by new parents, under 21 years old (or over if they are incapable of supporting themselves, or 23 years old if they are in full-time study).
